Employing a different electrician (preferably one who is registered) to carry out the repairs makes lots of sense and is common practice – it prevents some unscrupulous inspectors creating unnecessary work.
You don’t need to have a repeat EICR in order to get a satisfactory outcome recorded – the unsatisfactory EICR together with the paperwork covering the repairs is sufficient evidence to prove that the installation is safe for continued use.
