There is no legal requirement for a vendor to prove that a property they are selling is electrically safe. If you have concerns about the state of the electrics, you should use a registered electrician to carry out an inspection. They will issue you with an Electrical Installation Condition Report (EICR) that will either confirm that the property is safe or point out any hazards that need addressing. 

Again, the vendor does not have to agree to have this inspection carried out, but it would be within their interests to prove that the property is safe.
