I have had a full house rewire and the consumer unit has been placed out of reach next to ceiling, should I have to accept this?

There is no legal requirement that states the consumer unit cannot be placed by the ceiling. If it has been replaced, then it should not be less accessible than the previous one.

The best thing to do is speak to the electrician to try to resolve the issue and if they are unable or unwilling to do so, you can speak to the electrician's scheme operator and they can intervene.
