I’ve found my elderly neighbour has 13amp sockets connected into a 5 amp lighting circuit. How dangerous is that?

This is not ideal. The power available would be limited and there is a risk that you could overload the sockets. You should ask a registered electrician to carry out an inspection of the electrical installation. They will then issue you with an Electrical Installation Condition Report (EICR) that will tell you if there are any safety hazards that need to be addressed.
