Technically any appliance supplied as part of the rental agreement is considered to be a portable appliance. There is currently no legal requirement in England for Portable Appliance Testing (PAT), but there is in rented properties in Scotland.

The landlord should, however, make sure that all electrical appliances provided as a part of a rental are safe. The tenant has responsibility for anything that they bring into the property.
