My fusebox is not made of metal and was installed before 2000. Would this be considered a C2 hazard on an EICR?

Just because the fusebox is metal it doesn't mean that it needs replacing. It's most likely to be categorized as C3, this means that improvement is recommended but it is not hazardous. 

If you have concerns, use a registered electrician to carry out an inspection of the electrical installation. You can find one local to you here.
