On an EICR test, if one side of the consumer unit is not RCD protected circuits are lights boiler low amp circuits would this make the cert unsatisfactory or an advisory to have it changed?

In this instance, the absence of RCD protection for the lights would be classified as a C3 (improvement recommended) but the outcome will still be satisfactory, unless other faults are identified
