The electrical competent person scheme says 1.Qualified to carry out work and 2. Qualified to carry out testing. Does this mean an electrician in category one can do the work but can't sign it off?

Left double quote

Domestic installers are not assessed to carry out installation testing so need to have an additional assessment in order for them to carry out inspections and issue Electrical Installation Condition Reports (EICRs)
