We had an electrical safety check on our house in 2015, in the report it gave CPC values of 0.64 upstairs and 0.70 downstairs. A recent test gave values of 2.01 and 1.27. Does this require any action ?

The best way to check that the electrics in your home are safe is by using a registered electrician to carry out a periodic inspection of the electrical installation. They will then issue an Electrical Installation Condition Report (EICR), which will either confirm that everything is safe or identify any hazards that need to be addressed.
