You should never trail extension leads across public paths. This can be a problem if people are charging electric vehicles (EVs) and have parked the vehicle on the road (i.e. if they don't have a driveway).
Should anybody trip over one of these leads, the responsibility would lie with the homeowner who has put them there. The same would apply if you were trailing cables to carry out maintenance on a vehicle.
