The electrician who has carried out electrical work in your home should be able to issue the certificate very quickly. If they are refusing to do so or not responding to your requests, you should contact their scheme operator and they can intervene to help you.
Always use a registered electrician for work in the home so that if there is a problem, you can get support from the scheme operator. You can find a registered electrician or check which scheme operator a particular contractor is registered with here
